Construction Manager Prequalification
Project Narrative
Introduction:
The Kemp Care Network is embarking on a project of great significance and impact: the construction of Keaton’s House, a new hospice and palliative care center dedicated to children and located in Dundas, Ontario. This project addresses a critical gap in pediatric hospice care services in the region and will provide a much-needed sanctuary for children with life-limiting illnesses and their families.
Project Vision:
Keaton’s House will be a state-of-the-art facility designed to provide a warm, comforting, and home-like environment where children and families can receive the specialized care they need in a setting that promotes their well-being and dignity. The design seamlessly integrates with the natural surroundings, creating a peaceful and healing atmosphere.
Project Scope:
The project involves the construction of a new, purpose-built facility with an approximate area of 25,000-30,000 square feet. The building will house a variety of spaces, including:
- Residential Wing: 10 private suites designed to accommodate the unique needs of
children with life-limiting illnesses. - Community Wing: Spaces for outpatient clinics, art and recreation therapy, music therapy,
a theater, yoga and exercise, a library, and a classroom. - Administrative Offices: Dedicated workspace for Kemp Care staff and the Quality of Life
and Advanced (QoLA) Care team. - Bereavement Center: A serene and supportive space for families coping with grief and
loss. - Unique Therapeutic Spaces: A Snoezelen Room for calming light and sound therapy, a
Volcano Room for emotional release, and a family kitchen and dining area.
Sustainability:
Keaton’s House is committed to sustainability and will incorporate a multi-faceted approach that addresses building performance, resilience, and biophilic principles. The design will utilize passive systems such as high-performance enclosures, natural ventilation, daylighting, and optimized solar orientation. Active systems will be incorporated as budget and technology allow.
Construction Management:
The Kemp Care Network seeks a highly qualified and experienced Construction Manager to join the project team and provide leadership and expertise throughout the design and construction process. The selected Construction Manager will be responsible for activities outlined in the standard contract CCDC 5B
Pre-Construction Services
The selected Construction Manager (CM) will be engaged in comprehensive pre-construction services that include, but are not limited to, the following:
1. Cost Management and Value Engineering:
- Early Cost Estimating: working with the Cost Consultant to provide detailed cost estimates at various design stages, incorporating real-time market data and potential tariff impacts on
materials. - Target Value Design: Proactively identify and evaluate alternative materials, systems, and construction methods to optimize cost without compromising quality or design intent. This includes exploring prefabrication options and sourcing materials from less volatile markets.
- Life Cycle Cost Analysis: Evaluate long-term operational and maintenance costs of different design options, considering potential tariff impacts on future maintenance and replacement needs.
2. Risk Management and Mitigation:
- Market and Tariff Risk Assessment: Conduct a thorough assessment of potential market and tariff risks, identifying vulnerable materials and supply chains.
- Mitigation Strategies: Develop and implement strategies to mitigate risks, such as alternative sourcing, pre-ordering critical materials, and adjusting construction sequencing.
- Trade Engagement: Engage with key trades early in the design process to gain insights into potential market and tariff impacts on labor costs and construction feasibility.
3. Constructability Review and Design Coordination:
- Constructability Reviews: Conduct regular reviews of design documents to identify and address potential construction challenges, ensuring efficient and cost-effective execution.
- Design Coordination: Facilitate effective communication and coordination between the design team and the CM, ensuring that design decisions are informed by constructability considerations and potential tariff impacts.
- Trade Partner Collaboration: Incorporate trade partners early in the design process to leverage their expertise and knowledge of market conditions, including potential tariff impacts on specific trades.
4. Schedule Development and Management:
- Preliminary Schedule Development: Develop a detailed preliminary construction schedule, considering potential tariff impacts on material lead times and construction sequencing.
- Schedule Monitoring and Updates: Continuously monitor and update the schedule throughout the design and pre-construction phases, proactively identifying and addressing potential delays.
5. Procurement and Contract Management:
- Early Procurement Planning: Develop a procurement strategy that considers potential tariff impacts on material availability and pricing.
- Trade Partner Pre-qualification: Assist in pre-qualifying trade partners, ensuring they have the necessary experience, capacity, and financial stability to navigate potential tariff-related challenges.
Emphasis on Collaboration and Communication:
- The CM will work collaboratively with the design team, ownership, and trade partners to ensure that pre-construction activities are seamlessly integrated with the design process.
- CM will demonstrate a willingness to work with an independent Cost Consultant
- The CM will provide regular updates and reports on cost, schedule, and risk management, ensuring transparent communication and informed decision-making.
- The selected CM will be responsible for managing a public tendering process for all trade packages in compliance with Ministry guidelines. The CM will work closely with the Owner to ensure a fair and transparent procurement process.
- Recognizing that the project is primarily funded through donations, the CM will be expected to actively support the Owner’s fundraising efforts. This may include participating in presentations, providing project information, and leveraging their network to identify potential funding sources.
- Cost Management: Working closely with the project team to ensure the project is delivered within budget.
- Schedule Management: Developing and maintaining a realistic construction schedule that aligns with the Ministry’s approval process.
- Quality Control: Ensuring that the construction meets the highest standards of quality and craftsmanship.
- Subcontractor Procurement: Managing the prequalification and tendering of subcontractor packages in an open and transparent manner, complying with MoHLTC requirements.
- Risk Management: Identifying and mitigating potential risks throughout the construction process.
Ministry of Health and Long-Term Care (MoHLTC) Involvement:
This project is being undertaken in partnership with the MoHLTC, which is providing partial capital funding. Adherence to the Ministry’s design standards and processes is essential for securing and maintaining funding. The Construction Manager will play a key role in ensuring compliance with MoHLTC requirements, including:
- Submitting design documents for review at 60% and 90% completion.
- Conducting a fair and transparent subcontractor tendering process.
- Obtaining Ministry approval for the tender and award of the construction contract.
- Meeting the 50% construction completion milestone for the release of the final funding installment.
